What the $11.00 headline rate leaves out
Ohio's minimum wage does not come from the state legislature. Voters wrote it into the state Constitution in 2006 (Article II, Section 34a), which is why it climbs a little most years with no new vote: every September 30 the rate is reset by the prior year's inflation, measured by the CPI-W index, and takes effect the following January 1. That is how Ohio reached $11.00 for 2026. It also makes the figure a moving target, so a wage that cleared the minimum in December can slip below it days later in January.
The $11.00 rate is not universal, and this is the detail most people miss. It applies only to employers with annual gross receipts of $405,000 or more. Smaller Ohio businesses under that cutoff may legally pay the federal $7.25, and the $405,000 threshold is itself re-indexed every year. Tipped staff are a separate case: Ohio fixes their cash wage at exactly half the minimum, so $5.50 in 2026, well above the federal $2.13 floor, and the employer must cover the gap if tips plus cash fall short of $11.00 an hour.
