Two counties at 5%, and Milwaukee at 7.9%
Wisconsin's 5% state rate is among the lowest in the country, and for most of the state the only thing added on top is a 0.5% county tax, giving the 5.5% combined rate that 70 of the 72 counties charge. Two counties, Waukesha and Winnebago, have never adopted the county tax, so purchases there are taxed at the bare 5% state rate, a small but real difference that catches shoppers crossing a county line.
Milwaukee is the exception that redraws the map. Since January 1, 2024, the City of Milwaukee has added a 2% city tax and a 0.9% county tax on top of the state rate, pushing the combined rate to 7.9% inside the city, the highest in Wisconsin. Elsewhere in Milwaukee County the rate is 5.9%, reflecting the 0.9% county tax without the city add-on. Both levies were authorized under 2023 state legislation, largely to shore up local pension obligations.
