Reserve = Total budget * (wrap%) / 100
Gift pool = Total budget - Reserve
Per person = Gift pool / Recipients

Example: $300 budget, 6 recipients, 10% reserve. Reserve = $30. Gift pool = $270. Per person = $270 / 6 = $45.00.
